CONSTITUTION OF THE CALICUT MEDICAL COLLEGE UNION
The College Union was formed at a meeting of the students on 13/09/1957. Rules were framed regarding the constitution and working of the Union and Office bearers were elected. Membership of the association is compulsory for all the students of the college. Following are the rules regarding the college union:
The Union shall be called the Medical College Union, Calicut.
To train the students of the College in the duties, responsibilities and rights of citizenship.
To promote opportunities for the development of character, leadership, efficiency, knowledge and spirit of service among the students.
To organize debates, seminars, work squads, tours and similar other activities.
To encourage sports, arts and other cultural, educational and recreational activities.
To work for the general welfare of the student community.
3. Union Fund:
The College Union shall institute a fund called union fund. It shall collect the prescribed fees from the members towards union activities along with the first installment of the tuition fees at the beginning of each academic year and shall credit the same to the Union fund.
All students of the college shall ipsofacto be ordinary members of the union and shall have the right to vote and contest in the elections of the union unless they are otherwise disqualified.
The term of the union shall generally be 1 year from the date on which the union assumes office or till the date of the election of the union in the subsequent year whichever is earlier. However, a member or an officer bearer will cease to be the same if he or she ceases to be a student of the college. However, this will not apply to the University Union Councillor who will be governed by the constitution of the University Union.
6. Union Council
The Union shall have a Union Council comprising of the following Office Bearers
i) The President of the Union
(Principal of the Medical College, ex-officio)
ii) The Chairman
iii) The Vice Chairman
iv) The Secretary
v) The Joint Secretary
vi) The Councillors to the Calicut University Union (2)
vii) The Secretary – Fine Arts
viii) The Chief Student Editor of the College Magazine
ix) General Captain of Sports and Games
x) Secretaries of various college associations a) Film club; b) Planning forum; c) Van committee; d) Social Service League; e) Information Bureau.
xi) One representative for every class – MBBS, Nursing, PG
xii) The Staff Advisor nominated by the President in consultation with the Executive Committee
The Office of Vice Chairman shall be reserved for lady students
Office of Joint Secretary shall be reserved for lady students of preclinical classes. In case of BSc (N) second year will also be considered as preclinical for the purpose.
The Office (x) given above shall be filled by election by all the students of the college and office (xi) by the students of the particular class.
7. a) There shall be an executive committee for the Union with the following office bearers. i) The President of the Union; ii) The Chairman; iii) The Vice Chairman; iv) The Secretary; v) The Joint Secretary; vi) The University Union Councillors; vii) The Chief Student Editor; vii)The Secretary – Fine Arts; viii) The Student Editor of the College Magazine; ix) The General captain for sports and games; x) 3 members elected by the Union Council from among themselves
b) The Secretary of the Union shall act as the Secretary of the Executive Committee
8.The Elections to the College Union shall be held by secret ballot on the principle of each member having one single non-transferable vote for one post.
9. The Chairman shall ordinarily preside over all the meetings of the Union council and executive committee and shall co-ordinate the activities of the Union.
The Vice-Chairman shall act as Chairman in the absence of the latter and assist the Chairman in the discharge of his duties
The Secretary shall take steps to carry out the decisions of the Union council and executive committee and shall be the custodian of all the records relating to the Union.
The Joint Secretary will act as the Secretary in the absence of the latter and shall assist the Secretary
The Secretary of Fine Arts shall be responsible for promoting the artistic talents of the students and will organize activities and functions for this purpose.
The Chief Student Editor shall be responsible for the publication of the College annual magazine with the help of the Magazine Committee.
The Councillors will represent the Union in the University Union
The Principal will be the ex-officio president of the Union and shall have authority to suspend any or all activities of the Union with the prior approval of the Vice Chancellor.
The Staff Advisor shall be nominated by the President from among the teaching staff of the college.
The funds of the Union shall be kept in the P.D.Account of the Principal or deposited in an approved bank and accounts shall be operated by the Principal who is the Ex-Officio president of the Union.
10. The Union Council shall meet at the beginning of the academic year to formulate its activities and will meet subsequently whenever necessary.
11. The Executive Committee shall be responsible for carrying out the policies and programmes decided by the Council.
12. The Union Executive Committee shall also function as a con- sultative committee to advise the Principal of the College on students’ needs and problems.
13. Amendments to the Constitution:
Any amendment to the constitution may be effected in a general body meeting of the members with a majority of 75% of votes in favour. The meeting shall be convened and presided over by the Principal, on a special requisition of at least 1/6th of the total number of members and the quorum for the meeting shall be 2/3rd of the total number of members.
14. No confidence motion:
A no-confidence motion can be carried on any member of the working committee except the ex-officio president. This may be done in a general body meeting convened and presided over by the Principal on a special requisition of at least 1/6th of the total number of members with a majority of 2/3rd of voting in favour. The quorum for such a meeting shall be 2/3rd of the total members.
